The United Kingdom and the United States have reached a key bilateral deal that will ensure zero duties on British pharmaceutical products being sold in the US market.

The Terms of the Accord

As part of the deal, the UK has agreed to increase funding on pharmaceuticals through the NHS. This move secures that import taxes on these crucial exports will stay at nothing for a duration of 36 months.

This development comes after previous threats to hike duties on patented pharmaceutical products, with potential rates floated up to double the cost.

"This deal with the UK bolsters the global environment for innovative medicines and introduces long-overdue equity to transatlantic medicine commerce," a release said.

Economic Importance

Medicines constitute one of the the United Kingdom's largest export categories to the United States, which is easily the primary market for leading British pharmaceutical firms.

Export figures show that in the one-year period leading up to the third quarter, the UK sold pharmaceutical products valued at £11.1bn to the US. This figure represented nearly one-fifth of total UK exports in that period.

"This deal protects employment, boosts funding and sets the stage for the UK to establish itself as a international leader for life sciences," the Business and Trade Secretary commented.

Specific UK Commitments

The deal entails several key changes from the British government:

  • Higher Cost Ceiling: The UK will lift the cost ceiling at which it judges new medicines to be too expensive by 25%.
  • Boosted Medicine Funding: There is a goal to double overall health service expenditure on medicines from 0.3 percent of the national economy to 0.6 percent over the following ten-year period.
  • Refund Ceiling: The percentage drug companies must return to the NHS to control costs will be capped at fifteen percent. In the past, refunds exceeded twenty percent.

Broader Context

This agreement takes place against a long-running row between the drug companies and the British authorities over medicine costs and NHS adoption.

This friction were heightened by claims that American patients were paying a premium for the same drugs than people in the UK and Europe.

Recently, several significant pharmaceutical investments in the UK have been paused or abandoned, while multi-billion-dollar funding commitments have been directed toward projects in the United States.

A senior figure publicly accepted that the NHS had to spend more on treatments, noting that its budget allocation on drugs had declined as a proportion of its overall budget over the previous ten-year period.
